Huo Bing is the chief Planner of Institute of Tianjin Urban planning and Designing, Chief Architect of Tianjin Planning & Land Resources Bureau. As a renowned expert, Huo Bing has made distinguished contribution for Tianjin's city planning and construction.

Huo Bing said that he is very lucky. In 1986, He graduated from China's famous Tsinghua University's Department of Architecture. After his graduation, he did not work immediately like others but to choose to continuously study in his major. In 1989, he graduate from Tsinghua University Architecture Institute and get the degree of master. Huo Bing said that the 7 years' studying in Tsinghua made a solid theoretical foundation for his future work. And now he is under the guide of Prof. Wu Liangyong to finish his on-job Ph.D of City Planning.
His teacher, the founder of China City Planning Science, once said to him: "A planner who want some achievements must closely connect with a city's development. I don't disagree with studying abroad. But if you want to be a great city planner, you must develop yourself with Chinese cities's development. An excellent planner should have enough academic knowledge, but also sounded professional morolity. " After his graduation, he make a right selection to work in Tianjin. Huo Bing determined to integrate himfelf with Tianjin's urban planning and construction.
Tianjin's cross-century urban planning was composed in 1993. Huo Bing was the head of compliation group. In the theoretical planning, he raised new thinks like sustainable development and ecological city. To the compiling methods, he promoted the advanced ways such as theory of system, Comparative Study and computer aided planning. Because of the great efforts of his colleagues and him, Tianjin urban planning creates good social and economic benefits.

Besides, Huobing is also responsible for Haihe River waterfront planning, CBD planning, CCD (Central Commercial District) planning and Downtown Greening Planning. Huo Bing now is the real leader during the cross-century planning and construction of Tianjin.
In 1994, Huo Bing started to be in charge of the planning of Haihe River waterfront. In his plan, He strengthen Haihe River's great effect in city's balancing development and CBD construction. This theoretical breakthrough has played critically promoting effects on futre's reform of the structure of central area. The planning has been proven to be absolutely right in later carrying-out.
During his Ph.D studying in Tsinghua University, Huo Bing joined the an important project "Great Beijing (Beijing, Tianjin and Hebei) Urban Areas Planning and Development Research" which was guided by Prof. Wu Liangyong and funded by National Natural Science Fund and Ministry of Construction. He was pointed to be the composer of the paper's Tianjin part. in his part, he observes Tianjin's features from the local area development, outlines the local planning from the angle of Tianjin. He try to find Tianjin's position under Tianjin's Macro-planning permitted by the State Council. His research got highly praises from society.
At the end of interview, Huo Bing told us that the urban counstruction of Tainjin has entered a fast changing period. And Tianjin government also raise new requirements on city planning in order to show the great glamour of Tianjin this International Port Metropolis. Bing a urban planner, He is honoured to make his contributions for Tianjin's urban construction. He said that he had felt his pressures in the new 21st century and determined to make new progress in Urban planning with his colleagues.
